Most foreigners need to have a work visa in order to work in Moscow or St. Petersburg, but there are some exceptions: Those who already have a permanent residence permit do not need a work permit. The process of applying for a Russian work permit:
The relevant government department sends the work permit application to an employer. The applicant then submits an application to the Federal Migration Service.

A copy of the document of vocational education or training received by the foreign worker in a foreign country, or a certificate of an equivalent to the Russian Diploma(s) of professional education

After submitting all of the documents, the permit will be issued within 35 working days. After that, you can enter Russia freely. This permit is valid for the duration of the work, although the work visa must be renewed every 12 months.
You are required to provide the following documents:
One color passport photo
An application form which has been completed in Russia (this can be printed)
Paying application fee
Immigration card or customs control stamp when you enter Russia
A medical certificate indicating that the foreign worker is not addicted; he/she does not have HIV or any other disease
The work permit will be issued within ten working days.

Another useful way to find a job in Russia is to contact international companies directly from your home country and ask if they do business in Russia.
