Before renting a home or buying property in Turkey, decide which permission will cover your stay. A residence permit, a work permit and Turkish citizenship give different rights. Spending money on a property does not remove the need to qualify for the route you intend to use.
The distinction is particularly important for buyers. Property-based residence and citizenship by investment have different thresholds and application procedures. Someone buying a home to live in needs to check its eligibility for residence; someone buying for citizenship must organise the transaction around the citizenship requirements from the outset.
Match the permission to the reason for moving
An ikamet is a residence permit. The main categories include short-term, family, student and long-term residence. A valid work permit generally serves as residence permission as well. The right starting point is the purpose of your stay and your own circumstances, rather than whichever category appears easiest to obtain.

A visitor's permitted stay depends on nationality and the visa or exemption used. Do not assume that everyone receives 90 days. If you intend to stay longer, establish the correct application route before your lawful stay ends.
Tourism remains a listed ground for short-term residence. A rental agreement alone does not establish that every condition is met, and renewal is not automatic. Claims that a tourist permit guarantees an eventual passport are particularly misleading.
Buying a home for residence
For a new purchase being used for property-based residence, the official e-İkamet document guidance states a minimum acquisition value of US$200,000 in Turkish-lira equivalent. The property must be residential and used by the applicant as a home. Older acquisitions can raise different documentation questions, so have the provincial migration office confirm what applies to the particular title and purchase date.
Ask for the official property records before making a deposit. Confirm the legal owner, the residential designation and any mortgage or other restriction on the title. A private sale agreement is not the same as transfer of ownership at the land registry.
The address needs a separate check. Certain neighbourhoods are restricted for new foreign registrations, with exceptions that depend on the circumstances. The widely repeated figure of 1,169 closed neighbourhoods comes from a July 2022 announcement; it should not be presented as a newly verified 2026 total. Get the exact address checked for your proposed application before committing to the purchase.
Also ask which valuation and acquisition-value documents the authority requires. A seller's asking price or an estate agent's assurance is not a substitute for the evidence accepted in the application. Buying above the threshold gives you a possible legal basis to apply; it does not guarantee approval or every future renewal.
Joining a spouse or family
Family residence can cover a qualifying spouse, minor children and dependent children of an eligible sponsor. Sponsor categories include Turkish citizens and certain foreign residents. The sponsor must meet the applicable conditions for income, insurance, address registration and family-related criminal history. Requirements and exemptions differ by sponsor status.
The usual income test is at least the minimum wage in total and at least one-third of that amount for each family member. Insurance must cover the family; it need not always be a private policy if another accepted form of cover applies. Prepare the civil-status documents early, particularly where marriage or birth records need legalization and Turkish translation.
Permission to live with a spouse does not generally grant permission to work. A family member taking employment should establish whether a work permit or exemption is required before starting.
Employment and the rules the employer must meet
For a standard employee application, the employer submits the work-permit request. A job offer is only part of the file: the Ministry of Labour also assesses the employer and the proposed pay. Sector-specific rules and exemptions mean that the general tests below will not apply in exactly the same way to every business.
|
General employer test |
Current baseline |
|
Staffing |
Five Turkish employees for each foreign employee, unless an exemption applies. |
|
New business financial test |
At least TRY 500,000 paid-in capital. |

Senior executives and pilots |
Pay of at least 5 times the gross minimum wage. |
|
Engineers and architects |
At least 4 times the gross minimum wage. |
|
Other managers |
At least 3 times the gross minimum wage. |
|
Jobs requiring expertise or mastery |
At least 2 times the gross minimum wage. |

The ministry's current criteria include an exemption, effective 3 August 2026, for some domestic applications involving foreigners legally resident for at least one year in the preceding three. It is limited to three qualifying foreigners, with staffing conditions. Employers should check that provision and their sector's rules before applying the standard tests.
For an in-country application, the ministry describes a residence permit issued for at least six months and still valid on the application date. That is different from requiring six months to remain on the permit. Eligibility still depends on the application category. Where the overseas procedure applies, the applicant starts with the Turkish mission and the employer completes its part using the consular reference.

An initial employee permit is normally limited to one year and the authorised job. Extensions with the same employer can be granted for up to two years and then up to three. A change of employer needs its own assessment; do not treat an existing permit as unrestricted access to the labour market.
Citizenship through investment
The investment route allows eligible applicants to seek citizenship without first completing the ordinary five-year residence period. Approval remains a government decision. A qualifying investment is the basis for an application, not a promise that citizenship will be issued.

These are the published investment options, not the total cost of an application. Property taxes, transaction expenses, professional fees and currency-conversion costs need their own budget. For a property application, confirm the accepted payment trail, valuation, foreign-exchange documentation and title restriction before transferring money. The residence application, conformity certification and citizenship application are distinct steps.
A property bought only to support residence should not be assumed to qualify later for citizenship. If citizenship is the objective, obtain advice on the proposed transaction while changes can still be made to its terms and documentation.
Long-term residence and ordinary citizenship
Long-term residence is generally available after eight years of qualifying continuous residence, subject to conditions including stable resources, valid health cover, no social assistance in the preceding three years and no public-order or security obstacle. Half of time on a student residence permit counts toward this calculation. This is the long-term residence rule; it is not a rule that half of a degree automatically counts toward citizenship.
Ordinary naturalisation instead starts from five years of qualifying continuous residence before the application. The authorities also assess intention to settle, Turkish-language ability, income or occupation, character, health and security conditions. Merely reaching the fifth anniversary of arrival does not settle those questions.
Time spent in Turkey for study or tourism should not be counted as qualifying citizenship residence without examining the actual permit history. Official guidance distinguishes stays that show an intention to settle from temporary purposes and provides for some later changes of status. Have the provincial population and citizenship directorate assess mixed histories rather than using a simple percentage.
Absences need the same care. Article 15 allows up to twelve months abroad in total during the qualifying residence period, following an amendment to the earlier six-month allowance. Keep entry and exit records so the authority can assess continuity against the applicable rules.
Marriage is a separate route. A person married to a Turkish citizen for at least three years may apply if the marriage continues and the other statutory conditions are met. Marriage itself does not confer citizenship.
Filing the residence application
Use the official e-İkamet website to begin a residence application and obtain the document list for your category. First and transfer applications normally require attendance at the provincial migration office. Follow the instructions generated for your own application, since requirements for a first application, renewal and change of status are not identical.
Prepare a passport valid at least 60 days beyond the requested permit period, recent biometric photographs and the evidence supporting the purpose of stay. Depending on the route, this may include the title deed, enrolment evidence or family records. Add the required address, financial and insurance evidence, translations and payment receipts. Use the current checklist to establish which originals, copies or legalisations are needed.
Renewal applications open within the 60 days before expiry and must be made before the permit runs out. Save a copy of the submission and monitor the contact details supplied in the application. If you plan to travel while it is pending, check the rules for the approved application document and re-entry before leaving.
For property buyers, the most useful work happens before money changes hands: check the title, address eligibility and application evidence together. For employees, it is the employer's eligibility and the proposed contract that need attention first. Those checks make the later paperwork much more manageable.
Conclusion
Immigration to Turkey can follow different routes depending on the purpose of the stay, such as property ownership, employment, study, family reunification, or investment. Each route has its own eligibility requirements, financial conditions, documents, and application process. Buying property can support a residence application in certain circumstances, but property ownership alone does not automatically provide citizenship or permanent residence. Before making a financial commitment, applicants should check the current requirements for their specific route and make sure their documents and transactions meet the applicable rules.
