Nurses are a vital occupational group in any society. In Europe, and especially in Germany, there has always been a strong demand for qualified nursing professionals, and the recruitment of foreign nurses is generally welcomed. However, working as a nurse in Germany is not an easy process. In particular, nurses who were educated in their country of origin in a language other than German and according to educational standards that differ from those in Germany must complete several important steps to qualify for employment and obtain residency in Germany. In this article, we will examine in detail the requirements for nurses immigrating to Germany and the steps they must take to obtain residency through this pathway. Conditions of Nurses immigration to Germany
In order to work in Germany, nurses must first have their qualifications officially recognized. This means that their education and professional qualifications must be assessed and brought into line with German professional and educational standards. To do this, applicants must have a good command of the German language and, in some cases, pass additional examinations or complete adaptation measures in Germany to have their qualifications recognized. Nurses can generally pursue this process in two ways. The first is the standard route, in which applicants study German in their country of origin and obtain an official B2-level language certificate. They then submit their documents to the relevant German authorities for evaluation and recognition. In addition, nurses must have a job offer that qualifies them to apply for a residence permit.
Another option is the Recognition Partnership, which can make the recognition process easier by allowing nurses to begin working in Germany while completing the recognition of their professional qualifications. The Recognition Partnership was established under the Make it in Germany program and has created a legal framework in which applicants can enter Germany as skilled workers and work as nurses before their qualifications are recognised. So instead of staying in their country of origin for months and getting involved in language learning, as is the standard method, they can enter Germany with a lower level of language and receive a salary while they complete the recognition and work permit procedures.
In the standard method, applicants must wait for the German authorities to evaluate the documents they have sent, a process called a Defizitbescheid. In this process, it is assessed how the applicant's education is lacking in relation to the German education system and what trainings are needed to issue a visa. In the Recognition Partnership method, this assessment is not done in advance and applicants can apply for a visa online through the ZAB (Central Office for Foreign Education) system and enter Germany before the assessment. In this way, applicants must also have a contract with the employer that commits to carrying out the recognition process in Germany.
Work in Germany as A Nurse and Recognition Process
The recognition process for nurses in Germany, known as Anerkennung, involves the assessment and official recognition of an applicant’s education and professional qualifications. The process is handled by the relevant state authority (Landesamt) in the federal state where the applicant intends to work and reside. Recognition is mandatory for foreign-trained nurses who wish to work as registered nurses (Pflegefachkräfte) in Germany. Applicants must submit officially translated documents, educational and language certificates, and proof of their intention to work, such as a job offer. After reviewing the application, which can take up to four months, the authorities may issue a Defizitbescheid identifying any differences between the applicant’s qualifications and German requirements.
Applicants can address these differences in two main ways. They can complete practical training in a German hospital under supervision for approximately six months to one year, or they can complete the required courses and pass the Kenntnisprüfung examination. After fulfilling the necessary requirements, applicants can apply for professional authorization by providing documents such as a German language certificate, medical fitness certificate, and certificate of good conduct or professional good standing. Once all requirements are met, their qualifications are fully recognized, allowing them to work as a Pflegefachkraft in Germany.
Germany Nurse Immigration and Exams
Applicants must pass two types of examinations: a German language examination and a professional competency examination. The specialized language examination assesses applicants’ knowledge of German nursing terminology and their ability to communicate effectively in a professional healthcare environment. Applicants must demonstrate sufficient knowledge of nursing in German and the ability to communicate clearly without significant language barriers. The examination typically covers areas such as patient admission, medical documentation and record-keeping, and communication with doctors and other healthcare professionals.
There are two types of professional competency examinations, and applicants must take the one that corresponds to their chosen recognition pathway. The first is the Kenntnisprüfung, which consists of both oral and written components. The second option applies to nurses who complete a practical training period in Germany, usually lasting six to twelve months, under the supervision of a qualified professional. At the end of this period, they may be required to take an Abschlussgespräch, a final professional assessment. This assessment is more flexible and is based largely on the applicant’s performance during the practical training period, including their skills, professional knowledge, and completion of the required training hours.
Germany Nurse Immigration and Residence Permit path
Obtaining residency differs from the two methods explained above:
Receiving residency with the Recognition Partnership Path: First, applicants apply for a visa from their country of origin and receive a temporary visa with which they can work temporarily in Germany as a nursing assistant until the Recognition process is completed. After completing a 6-12 month course, they can obtain their nursing license and then apply to convert their residency to a Skilled Worker Residence Permit.
Obtaining residency with the Standard Recognition Path: In this method, first the authorities evaluate the applicants' documents, then they apply for a visa under the title of the Knowledge Test or an Adaptation Course and enter Germany to complete the equivalence work and receive its special residence. This can be valid for up to 24 months. After completing the required units and hours and recognizing the document, they can apply for a nursing license and then a Skilled Worker Residence Permit.
